sir,

Government House,

Hongkong, 25th.September,

1907.

I have had under careful consideration Your

Honour's letter of the 26th. ultimo, in which you suggest that e new appointment of Crown Prosecutor should be made whose duty should be to advise the Police in the preparation and conduct of all criminal cases, and whom the Police should be required to consult in all such cases. I have also had the benefit of Sir H. Berkeley's opinion on the subject whose views you suggested

that I should obtain.

I find that the Crown Solicitor already advises the Police in criminal proceedings whenever his advice ✰ is sought, and that in cases which present legal difficulty the Police can and do on requisition to the Government obtain the

service of the Crown Solicitor as Prosecutor,

This system appears to have worked satis- -factorily in the past and has the advantage of being economical and I am not prepared for the present to change it.

I have etc.,

Governor,&c.
